PHSA is proud to introduce its Issue Paper Series!
As part of its role as an advocacy organization for the Head Start community, PHSA is committed to providing its members with up to date information on issues that effect Head Start. To better achieve this goal, PHSA is launching a new Issues Series. These original publications and their accompanying briefs will deal with hot button, Head Start related issues on both the State and Federal levels. We are proud to introduce this series with the publication of our Teacher Qualification White Paper and Brief. Expect future issues papers around important topics that impact the Head Start and Early Care and Education communities!

As the 110th Congress turns its attention back to Head Start reauthorization, and the state of Pennsylvania is poised to adopt its first ever PreK Regulations, the qualification of teachers in Head Start classrooms has again surfaced as an important issue.
